I remember seeing some crazy stuff at an aerospace company I worked for in the UK where they'd spend days cannibalizing landing gear assemblies and life support systems just to ship some units a day earlier all because it would help with those quarter's number. That was short sighted, but it at least made the sales numbers look better!

Shifting sales like that is pretty common at the dealership level if their monthly targets are met. Dealerships want to beat their targets, but not too much because it establishes a new expectation from the OEM to beat which may not be attainable.
Holding inventory at the regional level to control expectations for global HQ is a new one though. The market isn't exactly hot right now so hanging onto inventory when buyers are out there waiting to complete the sale helps no one but the regional manager's performance.
