Also I wouldn't get too hung up on the plumber's useage of the word "tenant". He's most likely must misapplying it as a general term to mean "occupant".

The invoice was made out to the strata, and has been paid by the strata already 6 months ago. 68 likely has a chargeback from the strata asking him to cover for this bill.
