Ok, I might be biased af, but I've tried my share of XLBs including the "best" that Shanghai locals know about.
But I've found that Taiwan has the best XLBs out there. Not Ding Tai Fong ones... but some local shops in Taiwan.
I'd go as far as saying that when it comes to XLBs, any shop in Taiwan that specializes in XLBs can rival the best Shanghai has to offer and there are no comparables for the best in Taiwan.
One thing that Shanghai absolutely destroys is the fresh panfried bum. That's a must-eat if you are ever in Shanghai. You can skip XLB entirely and you wouldn't be missing much as good FPB in Shanghai is
