All along, I thought that the carbon tax, $$ collected by the government was used to reduce emissions or to clean up environment. So essentially, it is just a 'deterrent', gov't collects the tax and gives it back to the people with lower income. The thinking is that the tax will be a deterrent to use fossil fuels.
