Can anyone confirm if this is true.
I was told that government agencies have budgets and if they don't spend enough they will not get the same budget for the following year, so what they do is just spend money just to hit their budget, and they spend on things they don't really need or upgrade things pre-maturing just to spend money.
Is this actually true?
