Worst is new westminster. They planned to build the north fraser perimeter road that would be the perfect bypass all the way from burnaby to maple ridge but NIMBYs were scared they would lose their view of the river. Also they are the reason why the patullo bridge has less capacity than proposed cause they are afraid of more traffic.
