I feel like they need something that would actually suck the gravel up... and it would pay for itself over time if they collected them all and then could redistribute in the next winter again instead of constantly sourcing new gravel.

That's what we have here, it sprays and scrubs the road and sucks up all the sand and rocks and crud. They dump it in big piles in a few parking lots around town and then truck it away. I didn't even know they had ones that just brush it to the side, that seems kinda useless.
