President basically sets the national agenda, oversees foreign policy, and can issue executive orders to accomplish specific tasks, like restricting immigration without direct congressional approval. However, these actions usually require funding which is where the House has a major role. The House controls the budget so they have the power to fund or not fund the president's initiatives.
For example, if the goal is to deport millions of undocumented immigrants or build a border wall, these plans will require substantial funding. Without House support, even executive actions can stall. I have my doubts the Republican controlled House will be writing blank cheques to fund his immigration plans but we'll see.
