I have a feeling what's happening is the heat is jammed at max and forcing the ICE to stay on. I have the HVAC set all the way down to 17C and it's always roasting inside the cabin.

Yep - yesterday I shut off the HVAC completely for about 40 minutes' worth of running random errands.
Avg 8.6L/100km!
Seems like I'm on the right track!
