Totally guessing, but I would assume that the heating system is extracting thermal energy from a heat exchanger on the engine coolant loop.
So if whatever temperature sensor is perpetually reporting "too cold", I think the HVAC system will continuously request the ICE to cycle on and increase coolant temp. Normally you could just coast on residual heat in the coolant loop while the engine's off.
