Comparing gov't to non-government travel allowances is not a fair indicator of what is deemed "fair". Comparing to industry benchmarks is more relevant, but unless you know someone working in said company, how would you know what their rates are?
I can tell you this much, with experience in provincial and federal levels of gov't, the travel allowances for personal km's are low because they would rather pay for a rental car than for you to use your own personal vehicle. In the branch that I worked for, we had further policies that forced you to rent a car if the travel exceeded >30km of travel.
Your allowances for per diems are quite high, which is nice. Enjoy it.
