It does make sense though, because for the WEC 24H LeMans they only have one track to design for all year. The car is tuned for that specific setup and they spend time optimizing.
The tracks in F1 vary greatly in design and quality, there's a lot of specific setups that only work for specific tracks, like George Russell also mentioned, the air in Montreal is cooler and works better for their cars, but they underperform at other tracks with warmer air. I think it's a lot harder when they are only evolving essentially on one chassis design throughout the year.
