My math:

- crash cert: 18M
- emissions: 7M for two powertrains
- body R&D + tooling: 15M
- suspension r&d: 4M
- ESC, ABS, TC tuning: 3M
- random testing: 2M

Maybe my 49M USD estimate on fixed costs was too low
