Lower ab fat is normal in your 30s and 40s, we all accumulate fat over time, which is normal.
The only way to mitigate that is to drop more weight, but even then, you may never be as "lean" as you were in your early 20s, hormonal changes take a big part in that.
You can definitely work on your lower abs to tone that area, and correct posture so that your hips don't "push" out the stomach, giving that bloated look to the lower stomach. T2Bs (toes to bars) and
static holds/hollow body holds are great to force correct your core, bringing that lower back more flat, and therefore pulling that stomach in, giving a better look.
