You just have a different interface with Canada than you did as a kid, you weren't reading the news and social media and talking to a large social network. Go look at the stats, rates have not change significantly year to year to support your viewpoint.
I agree the legal system needs adjustments for when to let people likely to reoffend out, that's always been the case and takes a long time to reign in because a prosecution and judge can only base things on previous case law, so they need to claw it back inch by inch otherwise people will get off completely as the sentences would not follow precedent set by previous cases.
