Can you elaborate on what sort of business you're referring to where risks and costs are low? I agree that the opportunity for success is better there given the talent pool, manufacturing resources, and logistical efficiency, but there's also a mega-ton of competition and potential overhead costs (not commonly found in the West) that might hold you back from making it big.
