It's not like I can just walk into Walmart, show two pieces of picture ID, and buy a gun, a hunting rifle etc.
I know when I got my PAL I had taken the course with 5 other people, one of those persons was a co-worker and friend of mine. He had been off work prior to this on basically a mental breakdown, when he applied for his PAL they would not give it to him based on the previous mental breakdown approximately 2 years prior.

I can't speak to this specific case but it does seem there are some checks and balances, if the shooter did have a license, not sure if they fell through the cracks or what.
