The norm, yes, which is also why school holiday periods are always the high (and expensive) seasons.
But not everybody can follow the norm, and for better or for worse, le wifey's work meant we would sometimes falls into that sort of situation. So we have gone on vacation outside of the typical spring break / summer break / Christmas break windows in the past. For our kid, we figured it was an acceptable tradeoff since he was still young enough at the time, and the stuff they were doing at school wasn't something that could not be missed. As our child gets older though, it wouldn't be right to take him out of school just so he can go on the family vacation.
