Sorta true - some files were released (stuff related to the Giuffre vs Maxwell lawsuit) but there was a hold-up to protect identities of victims plus some of the other names in the files were filing suits/motions to block the release.

I'm actually not sure if releasing the files would have made a difference to Trump getting elected short of him being convicted of a crime and I don't think they would have been able to get a conviction before the election. The Republican Party is a pro-rape/pedophilia party so they wouldn't have turned on Trump unless he was in jail and even then they might have still stuck with him as a martyr.
