I think whats app only needs it for the inital registration/install, I don't think it does many number checks once you use it.
Behind the scenes, there's some small amounts of traffic that goes on with your data turned off. Device level stuff. It should be zero rated, but sometimes it can cross the thresholds that the carriers monitor.
iPhones are the worst at that. iMessage check-in etc. Things like inital GPS location fix, the phone uses the cell tower's marked gps location first to get the inital location, then once the GPS picks up the sattellites, then it's off data. pulling the data from the cell site could be considered traffic.
