Stupid ass reason for a VI though seriously. The flip side here is you have an email address, I would follow up. Ask for the issuing officers contact information. If his only issue is the fog lights then prove to him, they are your DRL.

I've gotten mine cancelled before over a similar issue. The cop thought I modified my bulbs, when they were in fact stock and issued me a VI.
Contacted the issuing officer a couple days later and explained to him the bulbs are stock and I just bought the car, but he wouldn't have it. Then I contacted his supervisor who was super nice and explained to him the situation. He basically said as long as I can show proof they are stock, he'd tear the VI up.
Drove down to Autowest, had my SA quickly look at the car, and he helped me send an email to the supervisor confirming the bulbs were stock and that was the end of it.
