I'm pretty sure it goes by non shoot-out wins, not just wins...
If they have the same number of non-shootout wins, whoever has most points head-to-head against each other goes through....That said, there's more to it than just LA and PHX...LA, Phx, Dal, and SJ are all fighting for the 3rd/7th/8th spots...
