You could try goodwill/thrift stores, I see Lego at some of them now and then. Unfortunately(?) Lego has recently become a hot item again, thanks to various YouTube shorts and now the Lego Movie, so fewer people are giving it up, and a lot of sources of used blocks have been cleaned out already.
