That's pretty low for a torque wrench. Well, if you are not building engines and just use for wheels, filters etc, just get a Canadian Tire one. (or better a digital add one)
If you want to try building engines etc.. then Proto is the way to go but they start around 200.

Pretty sure I've seen Royal Canin at our local Pet Planet... if they do carry it, and don't have the Skin Support, they could probably order it.
