IIRC, residents of the Grace building on Drake in dtwn are offered a RR Phantom driving service, for which they are chauffeured around town in the Phantom, possibly the same car??

That's the guy I've seen driving around as well but I also saw him driving around with two passengers in the back and no one in the passenger seat, lol so who knows.
