Receiving Payment with Paypal
If I am receiving a payment from somebody who has a paypal account but is funding it with their credit card, will I be charged the 4.9% + $0.30 fee?
Or is it free because they are sending it through their own paypal account first?

if they are using their credit card make sure to tell them that they have to cover the PP fees. This is the biggest reason why most competent sellers using PP forbid buyers to use PP with a credit card. Its annoying and unless you're not the one paying the surcharge it can eat away at your profits. I hope next time you are aware of this because I do not think you will be able to recoup this loss.

who uses paypal NOT with a CC? that's just scary. I would never tie them to a bank acount.

Unless you're a business, you probably have a Premier or Personal account. Personal accounts can accept Paypal-balance funded payments for free. You can also accept a limited number of credit card payments per year, but you will be charged the fee.
Premier accounts have no limits, but all payments received will be charged the fee.

I see what you're saying, but disagree in a way. Any time you go to a retailer and buy something using your credit card, the CC company will take their share from the retailer. For example, you buy something for $20 from Future Shop, using Visa. You end up paying Visa $20, but Futureshop gets < $20 from Visa. I wouldn't want Future Shop to charge me extra for the convenience of using my credit card...
Which is why some places will offer a small cash discount...

It's illegal for a merchant to apply a surcharge for credit card transactions, but it's not illegal for a merchant to give you a discount for paying by cash.
It's the same thing, just technicalities...
But the shops figure the credit card charges into their pricing... part of operating costs or something to that effect.
