i did a bridge shot in the afternoon before and i remember it was f11+ not sure about at night though..
anyways, ive started a project 365 and its been pretty fun so far.

It you're looking for best apt to use, it all depends on the lens. I like to use an apt that will give me the most 'stars' from the lights. For my lens, thats about f8.
