Target heart rate only for cardio?
Is keeping your heart rate at 65%-90% only for cardio? Or does it apply to people lifting big weights as well? What happens if you only do heavy/low reps but your heart rate doesn't stay up? Or you take big breaks in between sets?

I dunno about most people....but i don't measure my heart rate if its not cardio. In ways, i find it irrelvent in knowing your heart rate during lifts....
You're not lifting for 10-20 minutes straight....so your heart rate is going to fluctuate regardless between sets, it doesn't necessary serve a purpose if your heart rate goes up or not. More people take brakes in between sets to rest their muscles, not recover from an anaerobic workout.

If you're trying to max out your heartrate, then i would say you wouldn't want to be resting for more than a minute.
If its lifting....well, a minute or less is ideal, but if your muscles can't do it, your muscles can't do it.

i think it would be between 1~3 minutes depending how many reps you plan to do per set. I would suggest doing a weight you can do 3~5 reps max per set.
if you want to have a high heart rate, you can look into circuit training where you constantly move to different exercises without or little breaks in between.
