Whoa, that's weird. If anything, I thought the least likely culprit would be your computer.
But that's why you test to rule things out and narrow things down.
I guess try to see if there are any driver updates for your network adapter.
If no luck there, see if there might be malware or antivirus software that is causing it.
Maybe try booting up in safe mode and see if you still get packet loss.
If you don't, then you know it's probably a program that's causing it.

did a small update on my video card and ping 8.8.8.8 and packet loss went down to 4%

That's weird that a video card update would have an impact.
But yeah... at least you know it's something loading in the OS on a regular boot that's causing the problem.

updated my network lan driver for vista and 0 packet loss
Thanks so much. going to update the rest of stuff then hopefully it will be pretty good.
