It's a dealership sticker from HK lol why's there a fuss over it. Similar to a dealership plate frame.

If it was " Hong Kong Volkswagen " I would get that its a dealership, the "drives" part is confusing.

"Hong Kong Drives Volkswagen" was a test drive event (in HK) a few years ago. IIRC, the stickers were given out to VW owners who went. Then they gave them out at the dealerships for those who bought new VWs.
