I had a subscription to a wifi hotspot service (it was $4 a month for locals, would have been $30 a month or something like that for visitors). I thought it would be fine, since there are hotspots everywhere (convenience stores, fast food restaurants, etc). But the actual connection service is very unreliable. You have to pretty much be sitting right beside an antenna to get it to connect. You can't just stand outside random hotspot locations hoping for decent internet.

Telecom Square - Home
I used them for my Osaka trip. You book the device online in advance. Pickup the device from their counter at the airport.
