They are gas or diesel used for off-road/agricultural/marine application. Hence, no associated taxes. It’s more often called marked fuel.

They are banning NEW gas cars in 2035 which means I'm good til at least 2055. By that time I'll either have dementia or we will be under water. Both of which seem more appealing than a Tesla.
