I was referring to this very point. You believe that color people are at a disadvantage by the virtue of some common stereotyping, where we, as a society, have prejudice toward a particular race while giving a pass to another (white in particular).
And yet somehow you guys are ok when the policies are made so that it's ok to have a prejudice against one race (white, mostly... believing they don't need it) while giving a pass or benefit to another?!? 
IMO, the decision should always be merit based and race neutral. It's like how we provide disability benefits... they are given by the merit that this group of people have certain physical disadvantage/limitation and the benefit are given so that they can live out their life. It doesn't matter what color you are.
Any policy made without race neutrality is just asking for trouble down the road. If you create a benefit for "African-American", what is stopping for Chinese-American, Indian-American... so on to ask for their own version? Why does black get preferential treatment? Heck... anyone should be able to claim they are African decent as all human emerged from Africa.

Maybe FOBs go back to India for medical procedures, but I've never heard of an Indian born in Canada going to India for one. I'd rather have a veterinarian work on me than a doctor at an Indian hospital. Also a good way to get your organs removed and sold on the black market.
