I've used phpBB before, never used it extensively, but it was very easy to setup and use..

phpbb has lots of loopholes and isn't secure against crackers.
I learned the hardway when hackers took over my websites because I was using phpbb. Everytime there was a fix, a hacker had a way around it in no time. I ended up paying for the vbulletin and ever since no problems. If you're planning on keeping the site going for the long run, spend the $100ish on vbulletin licence. You won't regret it.
